The master cylinder is ok, same one I have without the brake booster....and who gives a damn about the mufflers AND its already a NCRS car so it really cant be a bad investment or that much wrong

If I was looking, I would sure make a trip to NY. Clean car, well documented, and very correct. The hokie hood insulation would go first. The incorrect stickers are STICKERS- they come off. The important stuff is right, and it sounds like a good car. You could not restore a 7,000 dollar car to that level for the price being asked.
If somebody gave you a beater 68 for FREE you could not duplicate this car for less than $25k or more, even performing most of the work yourself. Beautiful car- inside, outside & underneath. Plus you have the NCRS Top Flight and other documentation.
I already said I thought it was a nice car. I just want to emphasize for anyone thinking of buying this car or any vette, that (as Mike already said) a 10 year old Chapter Top Flight Award should not be relied upon as proof that the car is "correct" or original or whatever way you want to describe it. Countless parts could have been added or taken off the car before or after that event 10 years ago. A chapter meet could have involved some great judges, or it could have been judged by inexperienced people with little knowledge about the 68 model year. Judges travel to regional and national meets, so you get the best in the country, but generally not to chapter meets.
That Top Flight Award is a nice piece of paper; just don't read too much into it.

Then you've got a '75 and up service replacement master cylinder on your '68. Here's what it's supposed to look like
Please use the comments above by PRNDL and the examples of incorrect and missing parts to understand why putting faith in an old judging certificate is foolish.

Thanks for all the info...after serious consideration I have purchased other (non-Vette) and will be taking delivery tomorrow around noon.
Currently the 68 is @ $16,300 with 5 days left on the auction. The seller is big on a cash deal, so 427sixpack...it would pay you to make the drive with that in mind. Upon first contact I delt with a Mike (listing agent) who absolutley was of no help.....avoid him at all cost!
When I finally made contact with Greg the owner of the dealership he was more than willing to make a deal happen cash wise. His number is 1-631-484-1663. Nice guy and very easy to talk to.
Good luck to anyone here whom may purchase the car...aside from a few small issues brought forth here within the thread, I still find the car to be pretty damn nice for the monies. Hell, after watching the video within the ad and seeing the widow wiper door close without a hitch, I was on the phone with them 5 minutes later.
Once again...thanks for all the input...it really was a big help in making up my mind.
...that's an awesome car. You should go look at it if possible. At least you can be reasonably sure that the engine is a real 300 instead of a faked 350 horse
M/Cs with NO bleeders didn't appear till late in the '74 model year.
...I believe it was "early" 1974 as my Sept 11, 1973 built '74 coupe has the same one-no bleeders. My m/c is also dated 3004(4th day 1973)and I've owned this car since 1989 bought with 26,000 miles on it.

Valve covers are correctly painted orange, but I believe those are incorrect. They look different from mine and I know mine are original. Minor issue but worth noting.
