The horn plunger parts are pretty generic so this picture is correct for the way the parts go together.
First insert the spring, then insert what is called the eyelet with the upset end first. The last part should be the plastic bushing or insulator.
Sometimes if you have a kit with replacement parts the eyelet may to too long and will need to be cutoff to a shorter length. (Cut it to the length of the original part. Or if you don't have the original, you will need to trial fit the parts with the upper horn contact in place.)

Thanks. Do the little ears on the insulator have a purpose as to the spring or eyelet?
I had a problem with the aftermarket parts not made correctly and would touch and short on the steering wheel shaft nut if you don't protect/insulate around it.
