Here is the t-shooting that I have done:
1)Stop/Hazard fuse is good - hazards work - Horn shares this fuze for '79
2)I removed the horn relay and shorted the black wire to ground - horn does not blow
3) Steering column just rebuilt but I think that I have got it right - horn contact "L" aligned with spring tower
4)Sanded horn contact and wire connection
5) I an missing one of 2 horns - other horn is connected to the green wire at the front end of car. Would missing a horn cause the other one not to work?
Before I started this restoration horns did work and I replaced the relay..

You pulled the the relay down with wires connected and shorted the black to ground - did the relay click ?
If the relay did not click then you need to confirm power on the orange wire.
If the relay did click then you need to confirm power on the green wire while the black is grounded. No power on green-replace relay or clean connections.
one missing horn will not cause the problem unless the remaining horn is bad or ungrounded
I shorted it incorrectly last time..when I shorted correctly this time it blew...When I touched the horn normally it blew again..not the first time things started working for no apparent reason

I had just the C note horn working on my 76 when I got it after I connected the wires where someone had taken them apart under the nose. Had the A note added and it has a nice sound to the two now.
