That is a pretty long shopping list...and by your own admission, you would not sell your car (evidently meets your criteria) for $25k (this money.) Just sounded to me like you were trying to discourage the OP from buying a potentially very nice car. I sure am glad that I never knew of this forum when I was looking for my car. Listening to all the "what's it worth" experts here, I would still be without a car. Knowing what I know now about restoration and rebuilding costs, maybe I should have paid no more than $10,000 for my unrestored '69 L36 side exhaust coupe? Never would have happened.

even if this car is advertised at 25, it doesn't mean it is unreasonable to offer him 80% of that (20K). If I was looking, I would certainly have interest in this car.

I realize I might not have been clear. My point was before anyone would pay $25K for a '74 vette, they should at least ask the questions about matching #'s, paperwork, owner history, judging, and a solid frame. Not looking for perfection at that price, just trying to give the OP a little guidance.
For example, I wouldn't advise spending $25K for the car if it had a NOM.
It's always a plus to have any kind of paperwork.
Of course, I'm not expecting it to be NCRS Duntov or Bloomington Gold for this money. But it would be nice to know if it ever was judged at a NCRS Chapter meet and maybe got a 3rd Flight. Judging sheets can be very helpful.
And finally, just trying to warn against the major expense of a nice body sitting on top of a rotted frame/birdcage.
