Well, if you mean the rear window defroster vent grille, it:
A: Doesn't pop out, 2 screws on very delicate corners hold it to the vent piece behind the panel. If you overtighten screws kiss one or both corners goodbye.

B: I would use Q-tips to clean, easier than disassembly and risking breakage.

C: If you do break, write me, I have several NOS ones

It's bolted to the upper dash pad with self threading screws from underneath, so popping it out isn't really a option. A round paintbrush with plastic cleaner ?

I had the front defrost vent out when putting in a new dash pad in my '81. It was awful! I filled up a large clear glass vase with hot water and Castrol Super Clean. After a few hours of sitting the water had turned dark brown. I took an old tooth brush and scrubbed it, letting it sit for almost an entire day. Scrubbed it some more, rinsed it, dried, and shot some fresh flat black paint on it.
