I measure the end clearance before I take it apart. Then start with the shim size that comes out. After replacing the bearing races, reassemble and measure the clearance on the new bearings with out grease. Spin the hub when assembling. If it becomes tight before you get it tight, stop and remove and replace with an different size shim. Then replace the shim as needed to correct the end play, reassemble and check the end play again. Repeat as necessary. When end play is correct, pack the bearings, install seals and reassemble.
One could start with the largest shim and measure to find the correct size, but I would always check again before a final assembly.
