As long as you can get one side to pop that will leave room to reach in and grab the cable have someone push down on the driver side and pull the cable unless its broken this should open the hood adjustment they might just need greased!!

You may also have to move hood side-to-side too. Once you get the hood to release, take some duct tape a place over female latch on hood. Then carefully lower hood until the male pin dimples the tape. This will show you if it is centered on the female. If not, then adjust the pin until it is. I used to get my hood stuck way to often; once I aligned with the tape, never had the issue again.
