Salvage title is not the same as a rebuilt title.
Typically, when an insurance company, pays off on a vehicle for whatever reason (could be as simple as a theft recovery with no damage), they are required to change the title to a salvage title.
Then it is sold as such. When repaired (if necessary), in order to make it eligible to be roadworthy, the title is converted to a "rebuilt title" (usually after a state inspection).
Years ago they did not exist and just got a regular title, which caused a lot of problems to the unsuspecting public, hence the creation of rebuilt title category.

Some states don't require a title for a car that old so the reason it was salvage in the first place is more important. Having said that, do a search on Craigslist for rebuilt or salvage title. You'll find some cars for very very cheap so the value is very seriously negatively affected. It depends on the state whether salvage and rebuilt are the same.
As far as I know there is no state that that will issue a registration for a vehicle with a salvage title.

I believe you are indeed correct. There are some state where a salvage title cannot be rebuilt. In GA you need to have a rebuilders license in order to acquire, rebuild, then have it inspected to upgrade the title from salvage to rebuilt.
