Default Air,heater control switch question

New to C3. Took in for air problem and the mechanic said there was no power to compresser and the fan blows hot air even when on cold and fan in off position.Switch problem?

I've got a non- air conditioned '79 vette. The fan always blows. Choices are lo-med-high. Thats factory. My previous '79 had air & I'm
pretty sure it was the same. No "off" option.

The fan is designed to blow on low in the off position. If the vacuum shutoff valve on top of the heater core case is leaking or is maladjusted the heater coolant valve will allow hot coolant to flow through the heater.
There are 2 switches before the compressor to check , the low pressure switch and the thermo switch.
