I can't figure out what type of "speed nut" goes to the bottom (near the driver) screw attachment for the Steering Column Cover. The AIM doesn't show any detail and neither do any of the normal Corvette suppliers.
Of course, mine is missing, so I don't have anything to go by - just an empty rectangular hole:

Sorry, but I believe it is a curved metal clip (with a hole) that slides up and down in the pictured slot. A replacement could easily be made using a scrap piece of sheet metal.
This isn't going to help much, but here is what I found.
First of all, I assume that your problem is with a 1973 Corvette. (Your profile says you own a 1973.) Both the T&T and the standard (non-adjustable) columns used the same snap-in part. (So in this case the type of column doesn't matter.)
1971-72 Corvette columns used a 7805495 Switch Retaining Grommet. (I assume it is a plastic snap-in part.)
The 1973-74 Corvette column assembly drawing was revised to change the 7805495 part to a 406306 Switch Retainer. On the assembly drawing, both parts (7805495 and the 406306) look the same so I am sure that either part will work.
I would think that the same part(s) were used through 1976 or 1977.

It took a while searching through the AIM but I located the screw that attaches the center of the plastic instrument panel cover assembly to the retainer underneath the 1969-1976 steering column.
It is called out in UPC Section B01 to B12, sheet #23 in the 1976 AIM. It is 3909073 screw assembly. It is not the same as the two screws 3922299 (UPC 12C sheet #7) that attach the outside edges of that same panel to a metal bracket (3958714) that passes under the steering column and attaches both the bracket and the panel to the lower edge of the instrumental pad assembly.
I assume that because they are two different part numbers that they may be of different lengths. Also since the 3909073 is a screw assembly, there must be a washer as an integral part of the screw. Note that the 3922299 are called out as just "screws" and would not have washers integral to the screws.
