A6 A/C Compressor question

I just bought a NOS A6 compressor for my C3 and the pulley on the clutch spins freely in both directions. Is it supposed to do this? or was I sold a bad compressor? If it spins freely, how will it engage to turn the compressor?

Grab the outer most part of the assembly and turn it by hand, to make sure it still turns and to help prevent the seals from taking a set.
