I purchased a 72 t-top last year for my son Fletcher and we recently had it repainted. However, we have not picked it up yet as there are some things that still need attention. The t-tops appear to have "dimples" in them. It looks like the car was in a hail storm at some point. The painter told me that he would be able to get this out but we have been by for an inspection and the dimples are still there. Can anyone tell me how to get these out? Can fiberglass be dented by hail?
I doubt they are hail damage, Fiberglass does not dent like that. Are you sure you're not refering to "orange peel"? depending on what material is on the tops it might just be the clear coat orange peeled during the cure / dry time.
If it is just some orange peel you should be able to knock it down with some 1500, then 2000, cut, and buff.
But without pictures this is all speculation........

I drove mine in a pretty large hail storm. It chipped my paint but didn't damage any fiberglass. It sounds as if this is just part of the paint process and should be sanded and buffed out. You shouldn't be able to see that they were ever there when he is done with it. If it was damage to the fiberglass, he should have found that and fixed it during the prep process.
Post some pictures but my guess is that everything will be just fine when he finishes the job.
Plus 2 for fish eyes although I can't be certain without a personal inspection, or at least high resolution close up photos from a couple angles. They are small craters caused by the paint pulling away from wax or other oily contaminates under the paint. They are the result of careless surface preparation, and are unlikely to buff out fully. The fact that they are there makes the adhesion of all the paint on these panels suspect. If your painter will admit to them being fisheyes, I would recommend you have him strip the panels again and recoat from bare glass after a more thorough cleaning. Closely inspect the rest of the car for similar surface defects... they are best resolved fully before you pay the final bill.
It could be poor surface prep (sanding) and one of their less experience, younger techs sanded out chips but didn't sand the whole T Top panel. If there are items that look, more or less like dings, it's going to require stripping the panels and repainting them. He might be waiting until he clears up other issues and going to come back to them (I hope). It's all speculation, but anything that appears like a hail ding can't simply be 'buffed' out unless it's very minor. Yeah, I would refrain from making full payment until all the paint meets your satisfaction. If the rest of the car looks good, they shouldn't have too much trouble getting the tops looking good.
