The 78 has a dedicated fusible link for the headlights, could be blown,if its not blown check the yellow wire at the dimmer switch for power with the HL switch pulled out.If you have power there check the tan and green for power.
That should get you started

Here a pic, check the 2 large red wires in this connector for power.
Check the wire on both sides of the connector, could be a corroded connector.
If you find one is without power its probably a blown fusible link down at the starter.

Hi All
First Thanks for all the help. We think we found the problem
It looks like a bad ground up by the vacuum tank.
Someone put the incorrect bold in. We are getting ready to put it back together.
Will let you know the final outcome
Thanks again

The 78 has several grounds wires for the headlights, one grounds to the back of the alternator. If 1 bolt caused the problem your friend might have other issues.

Hi All
First thank you again. The problem ended up being an incorrect
louse bolt that secured the grounds for the Head Lights.
Replaced the bolt with a star lock washer and all is OK
