That looks pretty bad to me. My unresotred 72 had a little surface rust when peeking through the same area, but nothing even close to that My windshield was replaced a few months ago, and even with just the little surface rust that I could see, there were still 3 or 4 small rust holes that had to be fixed, so I am inclined to think there is much more damage on that one (just my 2 cents).
Here's what my '71 looks like (interior is out right now). Unknown if the birdcage has ever been touched, but the car has been repainted at least once (blue to red) decently but the rest of the work on the car was Bubba'ish so I'm guessing mine's original (and I'd say pretty damn good condition for MN/WI). Anyway, thought it might be useful to compare. I guess I should have at least cleaned the glass. Mines pretty much all black with no sign of rust.

I'd run from that car, unless it was priced as a parts car and you needed parts. With that area of the A-pillar that rusted, you must assume it is much worse in other areas.
That rot will run all the way down the windshield and into the front leg of the birdcage. If it is that bad at the VIN, you can bet it runs across the top of the windshield frame also. Be prepared for major surgery.
