Am redoing the interior and got it just about torn apart (1974, 4speed). A friend stopped by last evening and wanted to hear it run. Clutch in, key on, interior and dash lights fine, no start. Everything dims slightly when I go to "start" but the starter doesn't even growl. When I hooked up jumper cables, lights were a little brighter but still no start. I am a newbee in the 'vette deal, so maybe I'm overlooking something? All suggestions will be considered/tried. Thanks and Merry Christmas, Bill
Just after I posted, I thought I'd better check the battery. 7 volts. That may have something to do with the problem. Possibly I didn't get a good connection when I jumped it. I'll post again when the thing is charged. Merry Christmas and Happy New Year! Bill
Charged up the battery and hooked it up this a.m. Same problem. I have no idea why I did this: when I flipped the tilt wheel down, fired right up. Tried it again with wheel in upright position, nothing. Wheel down: started perfectly. Same thing a couple more times - same results.

If the tilt wheel seem to play a role (being either up or down making a difference), coupled with the lights dimming with the key in the "start" position, I know I would be looking for a short in the steering column harness.
I'd start looking at the spot where the tilt wheel flexes. Take a hard look at the wiring right there first.
Haven't found a for sure reason. The wiring looks good under the dash and steering column area, but I'm thinking it may have had someting to do with the seat belt warning system on the passenger side. It's too long a story to go into right now, but I have the system disconnected and it hasn't missed a start since. As long as it starts, that project will just have to take a number and wait in line.
