L46 was an engine option in 1969 & 1970.
If you are asking about the car in your photo - Your engine options would be either L82 or L48.

Check the serial number on top of the dash or near the bottom of the driver side pillar near the base of the windshield. If I remember correctly, the fifth character denotes the engine. A 6 means L-82 and an 8 means L-48.

Ok...
I was a little confused because my vin # is only 13 characters. Googled it and 5th character is the engine description...mine is an 8 and the 6th is the year...mine is a 9. So you would be correct and its an L48, thanks for the help!
