Without doing it correctly, the best way would be to turn them all the way in "closed" then turn them out 1/2 a turn to 1 1/2 turns out. Each carb. is a bit different depending on the motor its on. Usually with the car idling, you can "hear" what the motor likes = smoothest setting = 1/2 to 1 1/2 turns. Thats the best you can do without a vac.

2 old pieces of vacuum hose about 6 inches long... you can slip them on the 2 screws and not need a screw driver to adjust the screws.. just a little trick..
