What is the little silver thingy in front of the distributor....looks like it has to do with the vacuum advance.....Our car has the plug, but this part is missing.....what is it?

The AIM says it's an engine solenoid...

That is the solenoid that routes vacuum to the distributor to advance only when the car is in high gear or when the temp sensor in the block reached I believe 200-210 and you needed advance to cool the engine. Part of the emission equipment for the 73 model year. The wires are to apply 12 volts when one of the two conditions were met.

follow the routing of the vacuum lines from the back base of the carb to the solenoid to the distributor. Probably still works but the question is -- do you want it?

Oh, BTW that is a clean looking block with all in place for the year.

Does it have anything to do with opening the solenoid on the hood for the cool air/intake system to work?

The pic is actually of oldsarges BB, I needed some help with the EGR and some vacuum line issues...trying to get it all right....but, ours does look pretty good after a little TLC here is a pic

It does not control the cowl induction. It is part of emissions control.
