Default 82 blinkers question

in the final stages of rebuilding my 82 vette. Replaced all of the light bulbs in the car with new. Dash included. Also, replaced the flasher. When I turn the signal switch either right or left, they blink very fast. All of the bulbs on the outside of the car are blinking rapidly. However, the lights in the dash never blink or illuminate.
I did not replace the printed circuit on the center console for the speedometer/tach. Could this be my problem and it needs to be replaced or am I missing something else.

Are you sure the left and right tell-tales are plugged in well? Correct blubs? Dash harness grounded well?

yes, the bulbs are plugged in well and are correct. As far as insuring the dash harness is grounded well, I am not sure where to check for that. If you can point me in the right direction, it would be greatly appreciated. Thanks for the reply. I await yours in return.
