The trim tag says 291 38L. 38U. It's a dark blue car with dark blue leather. The black book says 292 is dark blue leather but no listing for 291. What am I missing?
You're missing a book with complete information. Interior codes ending in 1 rather 2 means the car was built in Bowling Green.
This isn't quite correct.
All Bowling Green trim tags show the interior code as xxI (not "1"). It makes no difference if the interior was cloth or leather. GM did not differentiate between cloth and leather for Bowling Green trim tags.
292 was the order code for Dark Blue leather, on Bowling Green built 81 Corvettes, while 29C was the Dark Blue cloth order code. When the order went to the factory, it showed 292 on the order form (and built sheets), so they new which interior to install, but 29I was stamped in the trim tag.
