3999289 is the 454, 2 bolt main block, used from 72 through 78. It was found in the 72-74 Corvettes, as well as Chevelles, Monte Carlos, El Caminos, pick-ups, etc.
K28 is the date. I'm guessing it's October (K), 2nd (2), 1978 (8).
Is there any info stamped on the machined pad on the right front of the block? This would identify exactly what it's original application was.

anything else on the front pad? are you sure it is K28 and nothing else?
CWX decodes to a 74 monte or 74 chevelle 454 235 HP auto. does not jive with a 1978 cast date.
not worth a major premium, will cost alot to ship and will bite into what a buyer might pay, unless you can find a local buyer.
if I was a buyer, I would ask alot of questions regarding your 2000 miles statement. are you selling it turnkey with everything or just the block? hard to give a value...
