Check the bulbs, then sockets and grounds. I think its the Brown wire coming from the front that runs the tail lights. The ground on the tail light harness is on the underside of the frame on the drivers side with the ground for tha antenna.
I had the rear running lights that where not working on my car. It turned out to be the main wiring harness plug above the brake pedal and a couple of wires that had pulled out on one side. This would be the large long main plug. I beleave it was a green or brown wire running the rear running tail lights.

well, the "no dash lights" tells you its something in that circuit that is shot. It may not be the only thing, but its bad. Try turning the rheostat feature for dimming the dash lights slowly each way and see if the lights come on. Sometimes there will be a bad spot on the switch that works in some positions and not in others.
