You can get a set of proper shim steel at McMaster, KBC tools, Princess Auto (sometimes). I got mine through KBC and have a die-punch set. But unless you need it for something else that's way too much
There's always aluminum foil, that aluminum stuff they make soffits out of, etc.
To put the hole, sandwich between two pieces of plywood, clamp and drill. Trim with snips or a knife or even heavy scissors leaving around 3/4 inch on either side of the hole making sure it doesn't hang over the spindle flange.
Remember to not only shim the low side but the ones in-between also.

NAPA has them, but I have never used them. Sent my front hubs out to Bair to have new bearings and rotor installed. They made the hub and rotor true and they work great, no noise and the stops are smooth.

At the very least, move the rotor around on the lug studs, and find the spot where it needs the least shimming. The back rotors need to have the hole lined up with the adjustment hole for the parking brake, so you;ll just have to live with that, but the front ones, you can clock to find the best spot.
