This weekend I was talking with the manufacture of the wiper arm vacuum relay valve and told that our video was not correct!
If the manufacturer of this part cannot figure out how the part is supposed to work, what in the world is he doing making the part? Your video is the closest to being correct!
He informed me that there was another video where the valve was tested from the lower nipple (white port) and that was the nipple the valve should be tested from.....
As you stated in your post, this is not an accurate test of a working valve. A truer test would be to simulate the actual function of the valve in all positions of operation.

Contrary to another video floating around on how to test the wiper relay valve, the video at the top is the only 100 percent sure fire way to test the relay. You MUST TEST from the middle port, not the lower. If you used the other video to test your valve we highly suggest you retest using the video above. You may be leaking vacuum when driving your car in the rain.
Current Imported valves leak when tested from the middle port in the open (wipers running) position!
The leak will not show up when testing from the lower port, only from the middle and our test show they are leaking between the middle and top port. What does this leak mean.... it means the imported valve will operate correctly when the wipers are off, but when running the valve will leak and cause you a vacuum issue.
The other issue is that the reproduction imported valves still leak down vacuum after sitting for a few hours.... As you know this valve should hold vacuum for a long period of time. How do you know your valve is leaking vacuum? Simple, if you start your car and the wiper door opens and then closes, you probably have a leaking arm valve relay. This doesn't always mean this valve is defective, other items in your system can lead down as well and should be checked, but I would start with the wiper arm valve first.
