Default Head lamps

Hi,
The head lamps on my '72 coupe won't go down after a peroid of gradually getting slower to open and close. I've read some posts on this site about which vaccum lines control the actuators but wondering what progression of steps I need to do to troubleshoot this ?

I just read where the vaccum filter comming off the maifold can get dirty and clogged. I started there and look it off and it was all stopped up. I cleaned it (for now) and put it back on and the lights now go up and down with no issues other than a small leak in the passenger side accuator seal.
