The old school way is to use channel lock pliers on them. Snug it up while spinning the wheel until it requires a little effort to spin the wheel. Then back the nut off to the first place where you can insert the cotter pin. At this point the wheel should spin freely.
Any socket the right size willl most likely be for a 1/2 ratchet, and you will be tempted to over torque. It only needs to be tightened to JUST PAST what you can do with your fingers.

1-1/4" on my '71.
CSM spec's 12 ft-lb torque. then loosen to a point where the cotter pin can be inserted.
Just replaced front wheel bearings. Looked this up recently.
