Default Ground wire behind plenum screens?

This is a shot taken from a thread by RMMagin (hope he/she doesn't mind), but it shows perfectly the area I'm asking about. Behind the plenum leaf/debris screen is a bare cable that looks to be a ground of some sort. There's one on both sides. Is it a ground cable? If so, to what/where? I only ask because I'm trying to systematically check, clean, and tighten all grounds I can find while I do dash/interior electrical work. The cable dives down into some sealant there in the corner, and it's hard to tell. I've looked through my AIM, but man is that thing anti-user-friendly...

Not a ground. That's a safety device which is supposed to help keep the clip on the car in the event of a collision.

You do not want to find out whether it works.

Hmmm... Makes sense. It looked more like a safety cable of some kind (especially since there was one on both sides), but the overwhelming desire to detach, clean, reattach, and protect anything that looks like it MIGHT be a ground is strong in a C3 owner!

They're in the AIM in the front clip fiberglass section. If memory serves, lower ends bolt to the frame.
