I recently picked up a fairly decent set of PO2 hubcaps on eBay for $280. The center caps are good and will clean up with a little polishing.
The first step is to disassemble them and polish the outer rib section. This will be done from both the left and right of the buffer in order to fully hit both sides of the raised ribs. I will also buff everything else at this time including the scratches in the black paint. Compound will be gray heavy cut, green medium cut, white light cut, and pink finish cut followed by hand rubbed Stainless polishing cream. After polish I will clean them with 3M grease and wax remover. All the black areas will get a light scuffing with 3000 grit trizact, followed by more wax and grease remover I had 300ea. 1/8" wide x 2" long die cut vinyl decals made with an 1/8" radius on the end. These will be used to mask the raised spokes. The rest will be masked with green 1/4" masking tape. Before paint they will get a light cleaning with Kleen Strip Final Wipe and a tack rag. I will use VHT self etching gloss black epoxy paint.

Bob, I appreciate you starting this thread and letting us see how the PO2 restoration goes. As mentioned before I will be doing the same thing within a few months....So I will be sure to make a list as this progresses.....
And where did you get the vinly decals made, or since you had so many made, and may have extra's, would you sell any?

My neighbor owns a sign shop and has a computerized cutter for these.
I will ask him if he is willing to sell sets. It takes 288 to mask a set of 4 caps and I figured a few extra for the ones I will most likely screw up. He also made these for my truck:
At 2" long the decals extend slightly past the original mask, but that area is covered by the outer cap. This leaves enough room to pick up the decal with a razor blade without damaging anything.

The polishing is not meeting my expectations. I will start the long and tedious task of wet sanding the outer rim. Starting with 320 and working up to 3000 grit trizact.
