It's the actuator of the Exhaust Gas Recirculation (EGR) valve, a polution-control device that recirculates exhaust gas back into the intake. You don't want one, unless your state requires it, as the EGR set-up hurts performance.
That sir is the Exhaust Gas Recirculation (EGR) valve. You may need it to pass smog tests, depending on where you live and what the associated laws are. As a general answer though, no you don't need it for the car to run...it is an emissions control device. You'll have to also plug / eliminate the vacuum fitting that controls it on the other end of the tube.
It's a 1978 with the L-48. I am finishing up replacing the carb, intake manifold, and radiator. Also trying to swap out the mechanical fan for an electric fan and i need a place for the temp sensor.
I know one hose goes to the carb, where does the other one go?

The dohicky on top of the 'stat is a thermal vacuum switch. Some emission devices only work when the car is fully warm, so the switch is closed until the 'stat opens. Then it allows the vacuum signal to go to the device. Right now, it's an open vacuum leak. Cap it off, until you figure what it is supposed to control.
FWIW: if you have the 78 assembly instruction manual (AIM) you can look all this up on your own for an even quicker response time. If you do not have an owner's manual, order a reprint when you order the AIM.
