Underneath the horn cap is a circular ring. It even has a small square protrusion that you can grip to rotate the ring. Rotating the ring counter clockwise loosens the telescope feature. Rotating it clockwise locks the telescope feature.

Otherwise, you could be indicating that regardless which way you rotate the locking ring, the telescope feature always remains locked, or possibly always remains free to telescope.
