You can replace the seal; the pulley WILL require a puller.

Any hammering, made up puller or just about anything other than the GM recommended tooling, you'll get to replace the pulley and very possibly the pump. The pulley is easy to bend, and the vanes in the pump don't respond well to shock.
Maybe Auto parts stores have to remove/install tools in their borrow program.
