ON electric tachs I read that adding the correct resistor or adjusting the original resistor to compensate for high or low readings would cause the tach to read correctly.......

What resistor? The inline can is what most refer to the tach filter and it is more than a resistor.
That sounds more believable than the speedo being that far out. I feel like you'd notice if you were going 100mph in a 70mph zone But I could believe you're tach is telling you 4450rpm when it's actually 3500rpm.
My tach reads 4k while cruising down the interstate and Ive got 700r4/355 combo , my ecm however reads like 1800
1. your tach is off
2. your torque converter is slipping and not locking up at speed
3. your speedo is off, use a gps speedometer to confirm, or your smartphone.

I have a '79 L-82 Automatic. Definitely 3.55's. pacecar620's RPM readings are much too high; much higher than mine.
