Flow through vents from the interior. They may have leaked (?). They do have a tendancy to gather a lot of leaves and the drains plug up if not maintained.

Not in a 1975. What they were was the last remnants of the old astro ventilation flow through system that was phased out a few years before 1975. Your vent should just have vents in little recessed rectangles held in by four screws nothing more. They should not have been leaking and I believe were just covered by a previous owner who did not like them.
I also have a 71... I glued window screen to the bottom of my vents to keep the leaves and other stuff out of there. Once the vents are installed, you can`t see it unless you`re really looking for it.
I know this won`t make it for a judged car, but just a thought for a "driver".

Back in the last millennium, I owned three 68 Impalas. They also had the Astro-Ventilation scripts on the doors glasses and the same chrome dash vent ***** as C3s.
I have a non A/C 73 with functional astro vents. Believe it or not it works quite well. I'm a smoker (yeah I know) and you can really see it draw the smoke out on the highway.
