Default Vacuum Issues

First let me start by wishing everyone a Merry Christmas.

Ok here is the issue
When I first start the car (71 350 w/ 4 speed, factory a/c.)
The headlights as well as the wiper door open for about 5 seconds then close.
All the relays, actuators and vacuum lines as well as check valve and filter are brand new. The Vacuum tank does hold vacuum!
Prior to replacing all the above items this never happened before.
Not sure if this matters but also had the car converted to power brakes with all new components.
The only items that were not replaced are the headlight switch and manual over ride switches.
Hopefully someone has experienced this issue.
Gives me something to do while the car is put away for the winter.

Did you check the new relays for vacuum leaks? Many of the reproduction units have had issues with holding vacuum. All it takes is one to leak for this symptom to occur.

Beat way I've found to trace these problems down is with some vice grips. Start at the canister and clamp off a line. If everything works with certain line clamped off then you know where to start looking. Continue to clamp lines after each junction or valve until you find the one that's not working. Hopefully the problem will not be behind the dash.

Check the white plastic filter in the line from the manifold.

My bet is the vacuum check valve.

Sad to say just because its "new" does not mean its not broke. I replaced my vacuum lines and some of the new did not fit (they leaked) I replaced both headlight actuators one of the new ones had a torn "witches hat" or seal. I replace the wiper arm shut off valve and the first one crumbled. I do not have a lot of faith in reproduction parts.

I ordered both the Filter as well as the Check valve.
Should be here next week I will update when they are installed.

The check valve only allows air to move one way you can do a quick check by using a spare piece of hose and lightly sucking on it and lightly blowing into it. Primitive but effective

I'm afraid the filter and check valve are probably the least likely cause of your problem. You said the canister is holding vacuum so you know the check valve works. And the filter is ... well, just a filter.

Is the OP saying that the system is holding a vacuum? I read that as saying that the tank holds vacuum as in no leaks in the tank itself

First step is make sure you have it all hooked up correctly; very easy to have a hose swapped.

Second step, get a long length of vacuum hose and hook it up to your vette's vacuum system, and then hook it up to a different car with the engine running outside the garage; then close the garage door and listen for leaks. An alternate method is to get a vacuum pump and place it outside while you listen for leaks.

Or, convert the headlights and wiper door to electric!!!!
