Default Tail panel repair or something else?

Hey guys, I'm looking at a car and I noticed the right side outer tailight housing looked different from the other 3 housings. The left side housings look like the inner housing pictured. Is the extra material around and below the outer housing some type of repair?

Looks like a possible repair. Does it matter? A better question might be the purpose for all the non-stock plumbing.

The car is a resto mod with EFI. As for the body, I'm just trying to understand the car's history.

Well, a car that's at least 40 yrs old, probably has been in a wreck of some sort. But the job looks ok from what I can see by your pic. As you can see, a small rear impact will bust that rear panel like an egg shell. You want to see scary, pull the door panel, no side impact other than the window regulator structure. These old corvettes weren't made to be bumped.
