Is there a database site to provide information about classic cars and their vehicle history report? Something like CarFax.com or the like which will tell you things about the car like it being totaled, or the current/past state of registration? I am not looking for information on the current owner. Just where the car is registered. I know there is c3registry.com, which is a great site. But, that is only as up to date as the person updating their vehicle information on the site.
What about a website that has the Chevrolet database where you could enter a vin number and find out the exact trim and options for that car build? I am sure they kept those kind of records when building. Are they available anyplace?

No Carfax on old Vettes but there are people who track the sales at auction of many of these cars. Some have gone through as small blocks and later become big blocks with the same VIN
Basically it's buyer beware and do due diligence when inspecting. If you aren't familiar with them, find someone who is that can perform and objective, informed inspection.
I am just learning and looking to make my first purchase: Search thread
I know of the vin and body plate having information about color, interior, and birthdate. But, is there any place where the options are marked? VetteFacts
GM did not keep records on specific options on a specific car. As CapeVettes states, the buyer must do their diligence when purchasing these cars. If you're interested in the higher end models and options, it's highly recommended that you get someone very knowledgeable to inspect the car.
