Is that cap cracked or broken ? It is seriously loose . Have u tried a diff cap on that rim ? I used silicone on mine snugged it up perfectly but it was not even close to ho lose yous looks.
Goop looks fairly permenant. Wouldn't I be concerned with this if a wheel had to go onto a tire changing machine?

I've noticed that! Some caps fit snug on some wheels, others loose bigtime. Click on my image and see what I mean. These are new caps, right outta the box. No reason for them to be cracked. But....
I used black RTV, put a small bead into the groove and then pop the cap in, wipe off any that might squish out and let it dry
it doesn't really stick to the rim so much as fill in and take up any space and keep them tight

No, when it dries it is just like rubber. Easily removed with varsol. It just provides that wee bit of adhesion that prevents the cap from shaking loose. I am assuming the cap teeth are intact.
