Paul 74, the holes would have been drilled in the bare fender before it was glued on the car. The fender would have been held precisely in a special jig, to do this. That has to be the way the holes were drilled in the rear panel for the Corvette letters. I had to have a front GM repair panel installed on my car, years ago, and I think it already had the front flag emblem holes drilled in it. Lou.
