That tube and the PCV valve are the positive crankcase ventilation system. Fresh air is pulled into the inside of the engine through that tube. The oily vapors from the inside of the engine are pulled into the carburetor through the PCV valve, mixed with the fuel and air, and burned.

Not OK. A lot of aftermarket air filters come with fittings to attach so you can run a hose from the valve cover to the air cleaner. Or, you can get a chrome breather that will fasten onto the valve cover.
