To me modifying, can be as simple as swapping to the "new style" 16"+ diameter rims and tires,
or switching to side-pipes,
or swapping the mechanical fan to electric fans,
or lowering the suspension.....
things that don't require more than a day to accomplish by yourself.
Funny thing: My FIL saw my car running for the first time yesterday. It was idling in the driveway. Not a car guy. His comment? "The idle...not so smooth." I could only offer, "It's supposed to do that. I paid extra for it to do that." He gave me the "oooo-kaaaaayyy" eyes.
Once I've done my frame swap with complete VB&P suspension front and rear, brake kit front and rear, new 5 speed, and VB&P rack system, I'll consider my car "heavily modified". And it will look pretty much the same.

"Modified" to me is doing something to the car that you cant reverse.
Wheels dont count imo especially if you still have the original wheels in your shed.

That's a pretty good start...rules out the yahoo's that put a Transformer symbol on the side of their Camaro, paint the engine shroud, put on a billet grill, take said car to a show, and call it "modified".

I think anything different from stock would quality as modified. As for the original question, what a modified C3 should be... I'd say any mods done to make the car better than stock for whatever end goal you have. In my case, just a fair weather driver, any modifications I'd do would be to modernize the car in some way. Newer fuel injected engine, R&P steering, stereo, cosmetic upgrades to the interior, upgraded brakes/suspension, 6-spd, larger diameter wheels... My car is basically stock but those are the types of things I'd do if I ever decided to go all out and modify it.

I'll go with "modified" being things done that can't be readily reversed.
While my own preference is towards the AX/RR corner of the performance envelope, and although I cringe whenever someone talks about converting their car's IRS to a live axle, I think it's a mistake for any one of us to believe that our personal opinions of how to enjoy this hobby might somehow be the only valid way to go about it. I agree, the idle's not so smooth. But it's got a great beat, easy to dance to. I'd give it a "10". BTW, it took me a minute to figure out what FIL meant. I'm probably too old for a Corvette. Maybe for your birthday, as a surprise, your FIL can get that idle fixed.

I just had my engine rebuilt to include bore +.30, new cam and all the goodies with alot of chrome that originally wasn't there. I guess growing up in the 70's everyone did something to there car but it still was what is was. I do considered mine modified but I'm not ashamed that I did what I did. I still consider it a 73 C3.
I have gone to numerous car shows with my '70 LS5 Coupe and the judges tell me that you are only allowed 3 modifications from original to be considered a stock car. More than 3 puts you in the modified field of cars. My 3 changes were the MSD electronic ignition, aluminum radiator and the chrome high-flow Edelbrock water pump. I wouldn't go back to original as these mods have made driving a lot more enjoyable.

I'm guessing "father-in-law" but it could be anything else. Many, many years ago when I was an intern in medicine, our chief frowned upon the use of abbreviations because different physicians with different training don't always use them to mean the same thing, sometimes with disastrous results. We used to go on bedside rounds in the morning and present patients to the chief. Shortness of breath is usually referred to as "sob". One intern presented as case at bedside as "This is the sob" Needless to say that didn't go over too well with the sob, I mean the patient.
