Default headlight issue on 80

Have a 80 corvette. Headlights stopped coming up, tried disconnecting the vacuum lines and still can't even manually pull them up shouldn't I be able to pull them up after I disconnect the vacuum lines to the canister

If both stopped working, it is more than likely a vacuum leak. Check all of the hoses for cracks....that's all I can think of...

They are difficult to pull up manually. If you can get under the nose of the car at the gap in front of the hood you can see all the rods and levers associated with the headlight lids.

With the hood up, you should be able to feel the arm that pushes and pulls the headlight door that is part of the big vacuum actuator. Once you push on it a little the door will start to open. Grab that with your hand and pull. It can be tight to start with as it's spring loaded. Closing it is similar but you will be collapsing a hinged lever so be careful of your fingers.
