So I jump started the circuit at the solenoid and the engine cranked, so I assume the starter is good. I then got the car started by turning the key and it fired up and shut it off with no problem. A few hours later I went to start it again and it did but did not sound like it was at full power, I tried to shut the engine off by turning the ignition key to the OFF position but the engine would not shut off until I disconnected the battery. So is it a bad ignition switch?
I see you may have found a different issue. I'll leave my response up in case someone else has a problem like this.

This really sounds familiar. I had the same problem and it turned out to be a bad starter.
Next time this happens crawl under the car with a large wrench or small hammer. Locate the starter and whack it a few times. If it starts up after you whack it your problem most likely is a bad starter.
Just make sure you are whacking on the right thing under there.
