Default Are These Holes Normal?

I'm getting ready to start the body work on my 68. I've posted some pictures of the front inner fender areas of mine. I'm wondering if all the holes are there for a reason or if they were just created somewhere during it's life for some reason and should be glassed in? I bought this car in pieces, so I've never seen it together for reference. Also, there's a picture of the very front bumper lip. It's missing a section. Again, is this normal? If anybody has any pictures of these areas of their cars, I would love to see them. Thanks in advance for all of the help.

Pictures 3 and 4 look like where the reinforce bars from frame to body go on 3rd pic the extra hole might be extra on the inside. The center piece on first pic doesn't look like it should be cut out.

Front lip area in question.--- correct- the chrome bumper slots into that area

Close up of front of left inner fender.-- drivers side correct

Close up of right inner fender--- passenger side Fill in that hole

You have an early car. What ever you do don't loose the clips that hold the rubber on the front of the inner fender. I see 4 on the passenger side and only 2 on the drivers

hope this helps. I am 80% restored on my 68. needs interior and wireing harness in.

FWIW: the right front of your car has been whacked and repaired at some point in the past.
