Look underneath... Windshield frame is worth a look after that. Not good, but others dealing with it on this form rzfio's thread worth looking at, especially the last three page's. Sell it now, or deal with it. Not cheap or easy, but you love these cars or not,
Luckily the frame seems ok. The other kick panel is similar, though, and the upper windshield frame is fairly bad on the inside. I don't know about the rest of the birdcage yet...

Right on. You'll know when you get there, is when the reciept pile starts spilling over, because it's over three inches high and at that point, it's pointless to add any more, because what've you got to lose? Me and the previous PO's have replaced more than 95% of the mechanical parts and it's still wanting more (after three years even!), so you'd better love that b1tch, because if she's a good one, like mine, she'll pay you back in spades...
If not, get rid of it or her, depending on where you're at, because once you commit, it's hard to back out...
What year are we talking about? <74 keep it and work her back to health. 75> Turn a wrench for a few days, so you know exactly how far the damage has gone.
My mentality is keep a chrome bumper until the world ends, sell a rubber bumper if the resto-mod cost gets bigger than 5k.
Being a FL native and understanding our humidity issues ... I would take a week off work and invest in alot of wire brushes and PB blaster.
Start brushing off all the rust you can find. Seal all the rust you cant remove (walmart primer and enamel works in a pinch). If at anytime during the process you think "Wow, this metal looks thin!". Put it all back together and look at selling it to a corvette parts place.
I know selling a C3 hurts but there are some nicer ones for sale for decent prices in our areas. A lot of the old timers (original owners) retired to Florida with their cars.

good advice here, I would say for 74 and up C3's, if you have major repairs, consider parting it out unless you have an unbreakable emotional attachment to the Corvette. The problem is it costs the same amount to fix my 76 (mostly) as it does a chrome bumper. And the chrome bumper in the foreseeable future anyway is worth 2 to 3 times my 76. So, it is very easy to get bad upside down on the 74+ with so much money invested you will never even get close to getting it back. My 2 cents. By the way, harbor freight sell a remote tv viewer, sometimes on sale, for pretty reasonable price that you can use to look inside the frame and elsewhere you can not see.
