Those hoses are for the headlight washer system that was used on 1969, 1970, and VERY early 1971 Corvettes.
When the headlight washers were discontinued in 1971, various parts of the system still remained if it did not affect the operation of the car. The vacuum line bundle included the hoses for the headlight washers... Since the hose bundle arrived at St. Louis pre-assembled and taped, it was easier to simply cut the free ends of the washer hoses so that they wouldn't hang down or dangle. The sections of the hoses that remained in the bundle are what you are seeing. At some point, the manufacturer discontinued installing the washer hoses, but it was actually a fairly long time after the system was discontinued before this happened.
Other parts of the system may also remain depending upon when your car was built... For example, the washer pump may be of the five port design used in 1970. In this case, a jumper hose would have been used between two of the outlet ports on the pump.
