Default Headlight question

I had a left headlight that would not come up. So I replaced both actuators as they both seemed worn. I also replaced the left side relay as it had a broken connector. I then changed out all the hoses under the hood.
Now everything works correctly except when I turn the car off the the left headlight raises.
I know the small line to the top is the general cause of this. The old relay on the other side is fine. So I know that both are getting the proper vac signal. The line to the top is split to both sides. There is no pinch on either side.
So I'm suspect of the new relay.
Any thoughts would be greatly appreciated. Thanks

I'm assuming you are referring to your '73 here. Because the top vacuum chambers are connected to the control hose, sometimes a problem on one side affects the other.

If you really want to get to the problem, test the relays rather than guessing. Use a vacuum pump or if you do not have one, the test is almost the same. Hook up a hose to the middle port, and block the lower port with a finger or a short section of blocked hose. Pump up the middle hose if using a vacuum pump and it should hold vacuum. If no vacuum pump, try blowing through the middle hose, you should not be able to. ANY leak indicates a blown internal seal on the relay, which would cause the problem you are having.

After testing, it appears that the old relay does leak. I'll be ordering a new one.
