Is this ground wire supposed to be connected to the exhaust pipe?

You're right, that ground strap connects to the exhaust hanger. It is funny the exhaust guy didn't reconnect it, it is oh so close!

This would have been part of the RFI grounds if your car was optioned with a radio/stereo.

Thanks LeMans Pete for clearing that up. Yeah I don't know how the exhaust guy missed that.
