i have been trying to get my windshield wipers to act right on my 1968 corvette. at first i had nothing. i realized i wasn't getting a good ground to the switch so i 3m connected the harness to a ground. No they turn on but do not shut off. i can shot them off with the over ride switch below the steering wheel. i have taken the motor off and tested per the WILCOX bench test you tube video and everything checks outs. but when i hook it up to the car they don't stop or go into park. i can deal with them not stopping and shutting them down with the over ride but if they don't go into park the wipers are still on the windshield. Also, when the wipers are on it sounds like the washer fluid pump is running making a popping noise and i can see the pump pushing. When the wipers are running and i unplug the control harness to the wiper motor they continue to run. i have another switch and it does the same thing.
The wiper switch is what supplies the ground to complete the circuit. Break the ground and the wiper motor will stop and the wipers will park. Did you add an additional ground wire somewhere; not realizing the continuous ground would keep them going? If you did add an additional ground wire remove it because the switch is what is supposed to do the grounding.

Wilcox has a very good video on 68 wipers they are different than any other system .look at it and you will understand the system.I think they locked the GM designer in the nut house that designed them . had to replace the park assy.in my 68 inside the wiper motor .it is available .Wilcox will work with you on the problem

The 68 wiper motor is HOT all of the time, even with the ignition key off and removed. They controlled the system by breaking the ground, not the hot side. Many 68's have had the wiper motor cause a fire in their 68's. I have a kill switch on my battery on my 68. Lou.
Thanks to a broken a/c wiper switch bezel I had to run a ground wire from the body of the switch to a good ground to get it to work. No issues with it not stopping but my washer pump runs constantly too while the motor is running.
So when you bench test the motor it will park for you.
If you watch this video I think you'll solve your own issue. If you don't wish to watch the entire video (I'd suggest it) then skip to 6.31. If your motor runs and sounds like this..... you've found the issue.
