I replaced my parking breaks awhile back and need to now adjust them at each wheel but the piece that you move through the hub won't move . Am I missing something ? The e break handle goes all the way up and is not holding the car .
you first remove all tension at the cable adjuster under the car. You then should be able to move the star wheel with a screwdriver blade until you have a slight drag when turning the rotor. Do this on both sides. You then apply the brake handle a few clicks and then adjust the cable till the rotors will not turn. You have to know whether the star wheels were correctly installed. I just got done doing this last weekend. If it's anything more than tightening the cable adjuster and/or the star wheel, you'll need a LOT of patience. As previously mentioned, make sure the star wheel (in the adjusting screw assembly) is properly installed; meaning that its always closer to your right hand, regardless if you're working on the driver's or passenger side. That was one of my problems. The link to the thread posted by MelWff has a diagram of what I mean by the "right" hand.
Second, make sure the actuating lever is catching/pulling/retracting correctly. That was another one of my problems. You can get a glimpse of that action behind the caliper. If that lever isn't pulling forward when the ebrake is engaged, or retracting back to its rest position when the ebrake is disengaged, you'll need to get it back in alignment.

Good luck
I think this is a key step. I went through the trouble of removing the rotors to verify the tightening direction on the star wheels. One was on backwards. The one I redid

Yup, that was exactly my issue on the driver's side. The actuating lever on the passenger side was out of the slots (bad terminology) so it wasnt catching the pads at all. This was the first time I worked on the parking brakes so I took the entire darn thing apart on the passenger side to align the lever. A ROYAL pain to put back together, especially those 2 tiny holding pins on the springs. I wound up retrofitting an existing flat head screwdriver to catch/hold/fasten the lateral springs. But something tells me I could have probably reslotted the actuating lever back into place without taking it all apart. You can definitely flip the adjusting screw assembly around so the star wheel is in the correct position without taking it all apart.
