I bought the horn repair kit from a vendor on this site and can't figure out where exactly these parts go as they were missing when I pulled the horn button appart, can someone tell how they fit in ?

Now I have another issue, I put it all together and everything worked fine until I put the "horn button" on, once I put it on the horn went on and didnt stop, pull the button off and it stops, but it will work normal if I press on the ring ?????

When you put the horn cap on, you are causing some part of that fingerlike ring to touch ground (the steering column). Either the cap or the retainer ring is touching the column when it shouldn't
I'd check the retainer that holds the horn button on. . . I've had issues with some of the imported reproductions in my shop... so what I did to fix the issue was push the center out of the plastic rivets and remove them... Then replace the new upper retainer with the original one from the car and put it back together by pushing the center back in the rivet. Use the lower and insulator out of the new contact with the original upper... Should fix you.
I've not had this issue in a long time but that would probably be the fix. Some of the imported upper contacts retainers don't seem to be made correctly and all it takes is the button to be installed to make them contact the lower.

I'm going to add these two pictures from our repair site too... they make assembly of the lower contact a snap and it might help someone else that finds this thread down the road.
